Snap-On PS100 Dual-Action Orbital Air Sander - Appears Unused but READ - AS-IS!

Snap-On PS100 Dual-Action Orbital Air Sander
that
appears
to be in
mint (possibly unused)
overall condition with the 6" backing pad as shown.
However, I sold this tool in a previous auction and it was returned. When the tool is connected to air, it just starts running. The handle on top does not affect the operation whether it is depressed or not.
The red switch in front of the lever increases the speed as it is pushed forward, but the tool does not completely stop when it is pulled back. I believe it is due to being an older tool and not being used, but I am not sure.
I do not want to take the tool apart to determine the issue.
I used some compressor tool oil but that only made it run more smoothly and did not fix the top handle issue. I would think it is a sticking valve issue associated with the top handle but I do not know. Due to the problems, the tool is being
SOLD AS-IS with NO RETURNS.
All that is included in the auction is the sander and backing pad shown in the pictures.
There are some scratches on the top of the backing pad (see pictures).
Otherwise, the sander is in mint physical condition (see pictures).
There are no personal markings on the tool.
The air coupler on the tool is used and was taken from another tool.
